Ministry of Industry and Trade tightens supervision of multi-level marketing activities

According to the report of the Ministry of Industry and Trade, although legal multi-level marketing activities are strictly regulated, various variants based on the multi-level marketing model still have hidden dangers. The phenomenon of some organizations using multi-level marketing techniques to induce people to participate still exists, causing negative reactions from public opinion.

In recent years, the Ministry of Industry and Trade and local industry and trade departments have actively cooperated with public security organs to crack down on and prevent multi-level marketing-related illegal activities. However, the criminals’ methods of committing crimes are becoming increasingly sophisticated, and new variants are constantly emerging.

In order to improve the effectiveness of multi-level marketing supervision and intensify efforts to combat related crimes, the Ministry of Industry and Trade has instructed the National Competition Commission to review, revise and improve the current multi-level marketing regulations.

At the same time, the Ministry of Industry and Trade requires the industry and trade departments of all provinces and cities to simplify the administrative approval process, strengthen inspection and supervision, and strictly investigate and punish violations.

The State Administration for Market Regulation has been designated as the lead agency to provide advice on the administrative penalty regulations for multi-level marketing violations. The Administration will proactively conduct inspections on multi-level marketing organizations and individuals and crack down on violations.

The Ministry of Industry and Trade also instructed the Department of E-Commerce and Digital Economy to assist the National Competition Commission in implementing the administrative approval procedures for multi-level marketing activities on the Ministry of Industry and Trade’s online government service platform.
