When enterprises or potential investors have questions about investment in the park, they can consult by phone, email or directly visit the administration office. Whether it is to understand the park’s investment policy, infrastructure, land use, or other related information, the administration provides them with a variety of convenient consultation channels to obtain the required information in a timely manner.
After receiving the consultation, the relevant departments of the Administration will respond within 3 working days.

3.2 Investment Declaration
After the enterprise has prepared the investment application materials, it shall submit the application to the Administration.
When companies decide to invest in an industrial park, they need to prepare and submit detailed investment application materials. Application materials usually include project plans, corporate qualification certificates, financial status reports, environmental impact assessments and other relevant documents. Companies submit these materials to the Administration to formally start the investment application process.
After receiving the application, the Administration will complete the preliminary review within 15 working days and transfer it to the higher level for approval.
After receiving the investment application materials from the enterprise, the Administration will conduct a preliminary review of the materials within 15 working days. The preliminary review includes an assessment of the completeness, legality and feasibility of the application materials. During the preliminary review, the Administration may communicate with the enterprise to supplement or amend the relevant materials. After the preliminary review is completed, the Administration will transfer the application materials and preliminary review opinions to the higher-level competent department for further approval.
The higher-level competent department shall make a decision to approve or disapprove within 30 working days.
After receiving the investment application materials forwarded by the Administration, the higher-level competent department will conduct a comprehensive assessment of the project within 30 working days. This process may include a review of the project’s technical, economic, environmental impacts, and compliance with national and local policies. The higher-level competent department will make a final decision based on the evaluation results and notify the Administration and the enterprise whether to approve the investment project. If the project is not approved, the higher-level competent department will explain the reasons for the disapproval and may recommend improvement plans.
3.3 Environmental Complaints
Enterprises or the public report environmental issues to the Administration by phone, email or on-site complaints
When enterprises or the public find environmental pollution problems in the park, they can file complaints by phone, email or directly in the office of the Administration. Complaints can involve environmental issues such as wastewater discharge, exhaust gas pollution, noise nuisance, improper solid waste disposal, etc. The Administration provides multiple channels to ensure that complaints can be submitted in a timely manner and received attention.
After receiving the complaint, the environmental protection department of the Administration will conduct an on-site inspection within 2 working days.
Upon receiving an environmental complaint, the Environmental Protection Department of the Administration will immediately initiate the processing process and send a specialist to conduct an on-site inspection within 2 working days. The on-site inspection includes identifying the source of pollution, assessing the extent of pollution, and understanding the background and possible causes of the problem. The Administration ensures the timeliness and rigor of the inspection so that necessary measures can be taken promptly.
If the verification proves true, the enterprise will be ordered to make rectification within a time limit; if the case is serious, it will be handed over to the environmental protection department for handling.
If the on-site inspection confirms that the complaint is true, the Administration will immediately order the relevant company to make rectifications within a limited time. Rectification measures may include suspension of production, equipment upgrades, process improvements, etc. If the problem is serious or the company fails to make rectifications on time, the Administration will transfer the case to the local or national environmental protection department for handling, and may face fines, revocation of business licenses or other legal sanctions. The Administration will continue to follow up on the rectification to ensure that the problem is completely resolved.
