1. Power supply

1.1 Power supply capacity

Assess whether the park’s power supply capacity can meet the company’s production needs.

Power supply capacity (MW) = total power supply capacity of the park.

1.2 Power supply reliability

Assess the stability of power supply to avoid production interruptions due to power outages.

Power supply reliability index: average annual power outage time (hours/year).

1.3 Grid stability

Evaluate the voltage fluctuation range to ensure the normal operation of the equipment.

Grid stability index: voltage fluctuation range (±%).

1.4 Backup power capacity

Assess whether the campus is equipped with sufficient backup power to cope with unexpected power outages.

Backup power capacity (MW) = Total backup power capacity.

2. Water supply

2.1 Water supply capacity

Assess whether the park’s water supply capacity can meet the production and living needs of enterprises.

Water supply capacity (cubic meters/day) = total water supply capacity of the park.

2.2 Water supply reliability

Assess the stability of water supply and avoid production interruptions due to water outages.

Water supply reliability index: average annual water outage time (hours/year).

2.3 Water quality compliance rate

Assess whether the water quality of the water supply meets national and industry standards.

Water quality compliance rate (%) = number of water quality samples that meet the standards / total number of water quality samples.

2.4 Wastewater treatment capacity

Assess the park’s wastewater treatment capacity to ensure environmental compliance.

Sewage treatment capacity (cubic meters/day) = total sewage treatment capacity of the park.

3. Communication facilities

3.1 Network Bandwidth

Evaluate whether the campus network bandwidth can meet the enterprise’s communication needs.

Network bandwidth (Gbps) = total campus network bandwidth.

3.2 Network Reliability

Evaluate the stability of the network and avoid production interruptions caused by network failures.

Network reliability indicator: average annual failure time (hours/year).

3.3 5G Coverage

Assess whether the park has achieved 5G network coverage and improve communication efficiency.

5G coverage rate (%) = 5G coverage area/total park area.

3.4 Data Center Capacity

Assess the campus’ data center capacity to ensure data storage and processing capabilities.

Data center capacity (number of racks) = total number of data center racks in the campus.

4. Transportation facilities

4.1 Road network density

Assess the density of the road network within the park to ensure convenient transportation.

Road network density (km/km2) = total length of roads within the park/total area of ​​the park.

4.2 Public transportation coverage

Assess the public transportation coverage of the park to facilitate employees’ commuting.

Public transportation coverage rate (%) = area covered by public transportation / total area of ​​the park.

4.3 Number of parking spaces

Assess the number of parking spaces on campus and ensure parking needs for employees and visitors are met.

Number of parking spaces = total number of parking spaces in the park.

4.4 Distance from major transportation hubs

Assess the park’s distance from major transportation hubs (e.g., airports, ports, train stations).

Time from major transportation hubs (minutes) = average travel time from the park to the transportation hub.

Scoring Criteria

Each item is scored on a scale of 1-5:

  • 1 point – basic needs are not met
  • 2 points – barely meeting basic needs
  • 3 points – basic needs met
  • 4 points – Beyond basic needs
  • 5 points – far beyond basic needs, reaching an advanced level

Weight distribution

  • Electricity supply: 30%
  • Water supply: 25%
  • Communication facilities: 25%
  • Transportation facilities: 20%

Location: a certain province and a certain city

  • Power supply reliability: annual average power outage time is 2 hours (score: 5 points)
  • Grid stability: voltage fluctuation range ±5% (score: 4 points)
  • Backup power capacity: 50 MW (score: 4 points)

Total score for power supply: 4.25 points (weight 30%)

2. Water supply assessment

  • Water supply capacity: 50,000 cubic meters/day (score: 4 points)
  • Water supply reliability: average water outage time per year is 5 hours (score: 4 points)
  • Water quality compliance rate: 99.5% (score: 5 points)
  • Sewage treatment capacity: 40,000 cubic meters/day (score: 4 points)

Total water supply score: 4.25 points (weight 25%)

Evaluation Conclusion
