A landmark structure has recently been completed in the Saigon Hi-Tech Park of Ho Chi Minh City: the highly anticipated Center for the Fourth Industrial Revolution (C4IR). On the morning of September 25, Vietnamese Prime Minister Pham Minh Chinh personally attended the completion and inauguration ceremony of this significant facility. The C4IR center stands out for its public-private partnership operational model, created through collaboration between the Ho Chi Minh City government and major Vietnamese enterprises. At the WEF meeting in Tianjin, Prime Minister Pham Minh Chinh and Klaus Schwab jointly witnessed the signing of a Memorandum of Understanding for cooperation between the Vietnamese government and the WEF for 2023-2026, with the establishment of the C4IR center being a crucial component of this agreement. This not only reflects Vietnam’s determination to deeply engage in global technological innovation processes but also highlights Ho Chi Minh City’s pioneering position in this field.

He pointed out that this center not only showcases Vietnam’s intelligence, capabilities, and aspirations in the Industry 4.0 era but also reflects the close cooperation between Vietnam and the WEF.
Regarding the center’s future development, Pham Minh Chinh outlined clear divisions of responsibility: the government and ministries are responsible for policy and mechanism guidance, while Ho Chi Minh City is tasked with creating favorable conditions for the center’s smooth operation and participating in supervisory work. He also called on businesses and founders to continue increasing investments, providing better support for the center in finance, infrastructure, human resources, and management.
