Hanoi City’s People’s Committee Chairman, Tran Si Thanh, has issued the 255th plan, focusing on promoting economic growth in the second half of 2024 and controlling inflation. The goal of this plan is to effectively implement tasks and measures to achieve a regional gross domestic product (GRDP) growth of 6.5% to 7% in 2024 and to keep the consumer price index (CPI) below 4%.
Key Economic Indicators for the Second Half of 2024
To ensure the achievement of the economic growth target, the plan outlines specific economic growth indicators for each quarter of the second half of 2024. The GRDP growth rate for the third quarter is expected to reach between 6.7% and 7%, with the fourth quarter’s growth target set at 7.2% to 8.1%. Additionally, the growth rate of social development investment funds in the third quarter is expected to reach 10.57%, and 11.47% in the fourth quarter. Regarding exports, the growth target for the third quarter is 7.4%, and 4.6% for the fourth quarter. The industrial production index is projected to grow by 10.73% in the third quarter and by 11.50% in the fourth quarter. The number of newly established enterprises is expected to increase by 21.2% in the third quarter and by 17.6% in the fourth quarter.
Main Tasks and Implementation Measures
The plan clearly outlines that Hanoi City will effectively implement proactive, flexible, and timely monetary policies, closely coordinated with fiscal policies with a focus on priority areas. The city will continue to engage with businesses and address difficulties faced by the people. Public investment fund disbursement progress will be promoted. Additionally, the plan will focus on implementing five key topics under the 42nd plan issued by the People’s Committee on January 31, 2024, and the 143rd plan issued on May 7, 2024. Strong development in key sectors such as industry, services, construction, and agriculture, forestry, and fisheries will be prioritized, along with efforts to curb inflation.
Strengthening Plan Implementation and Supervision
To achieve these objectives, the Chairman of the People’s Committee has instructed all relevant departments and localities to effectively implement the plan and take strong measures to complete the tasks and targets set by the City People’s Council and the People’s Committee in various plans. Each department, district, and city unit is required to concentrate on guiding and ensuring the effective implementation of tasks outlined in the plan. Additionally, inspection and supervision efforts are to be enhanced to ensure the timely progress of all projects. The Department of Planning and Investment will work closely with other departments to monitor the implementation process of the plan.
Furthermore, the Chairman of the People’s Committee of Hanoi also requires clarification of tasks and measures, clear division of responsibilities between collectives and individuals, and the establishment of a roadmap and deadlines for plan implementation. A specific reporting system will also be in place, ensuring that tasks are carried out promptly, and adjustments or improvements are made based on experience.
