Vietnam Accelerates Cultural Industry Development to Build a Healthy Cultural Market

Government Directives Promote Cultural Industry Development

On August 29, 2024, the Prime Minister of Vietnam signed Directive No. 30, emphasizing that the cultural industry is a key driver of Vietnam’s national development. The directive outlined the immense potential and advantages of Vietnam in cultural industry development and noted that this development aligns with contemporary trends, contributing to sustainable economic and social progress.

The directive stated that to fully exploit the potential of the cultural industry, it is necessary to enhance technological applications and creativity, as well as improve the commercial capabilities of cultural products. Government authorities and relevant departments are required to vigorously promote the development of the cultural industry to integrate it into the global value chain and enhance the international competitiveness of cultural products. Moreover, the development of the cultural industry must comply with both domestic and international laws and regulations to ensure sustainability.

Government Department Responsibilities and Implementation of Plans

To ensure the rapid and sustainable development of the cultural industry, the Prime Minister of Vietnam has tasked ministries and local governments with implementing a series of actions. The Ministry of Culture, Sports, and Tourism, as the leading entity, is responsible for coordinating the efforts of various departments and formulating policies for the development of the cultural industry. For instance, the Ministry will establish a system of statistical indicators for the cultural industry and complete development plans for the film, performing arts, and cultural tourism sectors by 2030.

Additionally, the government aims to establish a cultural industry database and digital map, and is considering setting up funds to encourage innovation and support cultural industry development. Relevant departments are also tasked with organizing launches of high-quality cultural products and services, fostering collaboration among authors, performers, and organizations, and creating mechanisms to prevent online copyright infringement.

Support Policies from the Ministry of Information and Communications and Ministry of Industry and Trade

The directive also calls for cooperation between the Ministry of Information and Communications and relevant departments to support the development of network-based cultural products with a Vietnamese identity, particularly in online gaming. The Ministry of Information and Communications will promote the digital transformation of cultural products and support the construction of online data systems for the cultural industry. Meanwhile, the media will be encouraged to strengthen coverage of the cultural industry to raise public awareness and support.

At the same time, the Ministry of Industry and Trade will combine cultural products and services with the “Vietnamese People Use Vietnamese Goods” campaign, particularly in the development of handicrafts and fashion design cultural products. The Ministry will also develop support policies for cultural products and services with export potential, helping them enter international markets.

Support Measures from Local Governments

The People’s Committees of provinces and centrally administered cities will, within their jurisdiction, formulate policies to promote the development of local cultural industries and allocate funds to support the development of cultural products and services. Local governments are also tasked with promoting cross-regional cooperation, particularly among cities in the UNESCO Creative Cities Network, to foster the development of cultural products and build cultural spaces.

Moreover, the government has urged local governments to actively promote cultural industry awareness and initiate a societal shift in the perception of the cultural industry’s importance. They are also required to create a cultural section on their government portals to showcase the dynamics and progress of local cultural industries.

Future Plans for Vietnam’s Cultural Industry

According to the Ministry of Culture, Sports, and Tourism’s plan, by 2030, the development of Vietnam’s cultural industry will be based on creativity, technology, and intellectual property protection, gradually producing cultural products and services with international competitiveness. Meanwhile, the cultural industry is expected to contribute about 7% of Vietnam’s GDP by 2030.

The cultural industry in Vietnam will continue developing toward specialization and modernization, emphasizing cultural uniqueness and national identity. The Vietnamese government aims to use cultural industry development to enhance the nation’s image and promote the diversity and unique values of Vietnamese culture on the international stage.

Challenges and Future Tasks for Vietnam’s Cultural Industry

Although Vietnam’s cultural industry has vast development potential, it still faces some challenges. The Ministry of Culture, Sports, and Tourism has pointed out that there are still shortcomings in the development of the cultural industry, requiring increased efforts in policy formulation and implementation. Future tasks include further advancing the modernization of the cultural industry, creating distinctive and competitive cultural products, and gradually establishing national-level cultural brands.

In addition, the resolution of the 13th National Congress of the Communist Party of Vietnam also emphasized the need to further strengthen the soft power of the cultural industry, promote the development of the cultural services sector to meet the needs of international cooperation, and enhance Vietnam’s cultural influence on the international stage through the development of the cultural industry.
