Recently, the Vietnamese government issued Resolution No. 111/NQ-CP on the implementation of the action plan (hereinafter referred to as the “Action Plan”) for the 29-NQ/TW Resolution of the 13th Central Committee of the Communist Party of Vietnam, adopted on November 17, 2022. This resolution concerns the continued promotion of national industrialization and modernization, with targets set for 2030 and extending to 2045.
2030 General Objectives
The Action Plan aims to fully implement the 29-NQ/TW Resolution and clarify the major tasks and content. It sets out directives for the government, ministries, government-level agencies, organizations under the government, and provincial and municipal People’s Committees to focus on and successfully achieve the overall and specific objectives outlined in the 29-NQ/TW Resolution.
The Action Plan establishes several goals to be achieved by 2030, including an average annual GDP growth rate of 7% and a per capita GDP of $7,500 at current prices. The proportion of agricultural labor in the total labor force will fall to 20%, with the share of industry in GDP reaching 40%, and the share of manufacturing accounting for 30%.
Enhancing Vietnam’s Industrial Competitiveness
According to the Action Plan, Vietnam strives to rank among the top three ASEAN countries in industrial competitiveness. The manufacturing sector will be further upgraded, and by 2030, the value of high-tech industrial products is expected to account for more than 45%, driving Vietnam toward industrialization and modernization.
The Vietnamese government emphasizes not only industrial modernization but also the industrialization of agriculture, ensuring balanced urban and rural development. Through technological innovation, the agricultural sector will gradually modernize, providing strong support for overall national economic growth.
Ten Core Tasks
The Action Plan outlines ten core tasks to advance national industrialization and modernization. These tasks cover areas such as policy framework development, technological innovation, infrastructure growth, enhanced industrial competitiveness, and environmental protection. The specific tasks include:
- Renew thinking and understanding, take strong actions, and continue promoting national industrialization and modernization;
- Build and improve policies and systems for advancing national industrialization and modernization;
- Develop a strong, independent, and self-reliant national industry, enhancing the capabilities of the construction industry;
- Accelerate the industrialization and modernization of agriculture and rural areas; continue restructuring the service sector based on science and innovation;
- Develop science, innovation, and high-quality human resources to meet the demands of industrialization and modernization;
- Foster comprehensive and modern infrastructure, advance urbanization rapidly and sustainably, providing momentum for national industrialization and modernization;
- Develop all economic sectors to drive industrialization and modernization;
- Implement financial and credit policy reforms to advance national industrialization and modernization;
- Effectively manage, use, and conserve natural resources, protect the environment, proactively adapt to climate change, deeply integrate into the international market, while simultaneously protecting and developing the domestic market;
- Promote Vietnamese cultural values, leverage the capabilities and wisdom of the Vietnamese people, and build a modern and strong working class, intellectuals, and entrepreneurial teams to lead the cause of national industrialization and modernization, while ensuring social security.
